As we know, means should be selected to serve certain ends or perform certain functions. As we become more conscious and intentional about the outcomes of our system interventions, decision-making processes and public participation programs - and the functions that can be performed by various Participatory Processes we might choose to use - we can select processes and approaches that serve the unique combination of requirements in the specific situations we're dealing with.
