"Citizen panel" is a generic term for a usually random selection of ordinary citizens convened to consider a public issue and make recommendations to the convening authority.
Whereas Tom Atlee (CoIntelligenceInstitute) prefers the terms Citizen Deliberative Council and Citizen Reflective Council to embrace all such citizen forums, Ned Crosby (creator of Citizen Jury) and John Gastil (author of BY POPULAR DEMAND) prefer the simpler term citizen panel. The Danish Board of Technology use the term "lay panel."
