A Citizen Deliberative Council that evaluates candidates for public office, making inclusive "We the People" recommendations available to voters through Voter Information Booklets, websites, news reports, etc.
Candidate Evaluation Panels interview candidates directly and/or review their past performance or voting records. Ned Crosby's Jefferson Center has held a couple of successful Citizen Juries of this type. John Gastil recommends that candidates' names be listed on the ballot in the order of their rating by such a Citizen Panel.
Proposals for carrying out such panels are given in Ned Crosby's Healthy Democracy'' (Beaver's Pond Press, 2003) and John Gastil's ''By Popular Demand (University of California, 2000).
